As a single, you can purchase an EC but it has to be a resale EC, meaning it is already more than 5 years. If you wish to buy a brand new EC from developer, then you have to purchase under the Joint Singles Scheme, meaning you have to find another single and purchase it together.
Whether you wish to buy HDB or private all depends on your budget actually. What I always tell my clients is, most importantly we have to be able to afford it comfortably. As long as your budget is there then it is no problem.
Of course another concern will be your purpose of buying. If you wish to purchase for your own stay, then you will just have to look at finances before going ahead with the purchase. If you wish for investment, whether be it capital gain or rental income, then you should be looking at private as it does not have any minimum occupation period for renting our.
