Hi,
1) Yes, you are eligible to purchase the 2-rm BTO/SBF.
2) You may only sell your HDB upon key collection.
3) If you plan to use your sales proceed for the purchase, you may apply the contra service available for BTO/SBF purchase.
4) The HDB will use the sale proceed directly for the purchase.
