I would encourage you to first apply for a HFE and see what the actual outcome is on your letter, rather than the preliminary check. With that actual outcome, you can then appeal HDB.

On your second question, government grants generally do not apply retrospectively (backwards). So if you proceeded to quickly purchase a home on the basis of your HFE without waiting for the outcome of your appeal, it would likely be difficult to get the HDB later top-up your CPF, unless you have yet to complete the purchase.

The process will likely be to apply for HFE and only appeal once the results are out, since appeal is only done based on results. This is my take and may not apply to the actual situation. Speak to HDB directly for clearer directions.

Hi,

Yes, you should definitely proceed with the HFE application and submit your appeal to HDB at the same time. Since the grant money goes into your CPF, it doesn't affect your loan eligibility or the financing you get from HFE. They are two separate processes.

You can also proceed to buy the house and sign the documents while waiting for HDB’s decision on your appeal. The flat purchase and the loan approval don't depend on the grant. Even if the appeal takes a while, you won't lose the grant money if you're successful—it will just be credited to your CPF account later.

1) You may proceed to apply for HFE when you wished to buy an HDB flat.
2) You will be taking a risk of not getting the grant after committing to purchase after offer for an OTP.
3) You may still do so if the grants is just an additional bonus but not a must to complete your purchase.
