If preliminary check show that I am not entitled to grant, should i proceed to apply for hfe and appeal to HDB at the same?
If the 1st question is yes, can I proceed to buy house while waiting for HDB to response on my appeal? Since grant will disburse to my cpf anyway (if appeal successful)

I would encourage you to first apply for a HFE and see what the actual outcome is on your letter, rather than the preliminary check. With that actual outcome, you can then appeal HDB.

On your second question, government grants generally do not apply retrospectively (backwards). So if you proceeded to quickly purchase a home on the basis of your HFE without waiting for the outcome of your appeal, it would likely be difficult to get the HDB later top-up your CPF, unless you have yet to complete the purchase.
