1) You didn't mention your resident status, thus I'll cover both.
(a) SC + SC/SPR: You may purchase under fiance/fiancee or public scheme. Both only need to produce a marriage certificate within 3 months upon sales completion.
If you are registered your marriage in Singapore. You don't even need to produce a marriage certificate. Otherwise, you will need to submit your marriage certificate to your HDB branch office.
(b) SC + FR: You have to solemnize your marriage before applying. You can only purchase under the Non-Citizen Spouse scheme.
The same principle applied. You don't need to produce a marriage certificate if you registered your marriage in Singapore.
2) You may apply your HLE and declare your relationship according to (1). The advantage of using both names for (1)(a) is both your income will be considered to maximize your loan amount.
SC + FR will not have this advantage as FR cannot be an owner. Thus only SC income will be considered to determine the loan amount.
3) The sequence of applications should be submitted with the intent to buy first follow by HLE. This shall determine whether you are eligible to buy, grants available, etc.
After completion of intent to buy submission. You will be direct to apply for HLE if you are eligible for it.
The validity of HLE is 6 months.
The validity of Intent to buy is 12 months.
