If I've applied for a BTO, chose my unit, pay deposit $20k but did not fulfill the rest from collection of keys and making the next payment, am I considered first timer or second timer application? I understand that I have a 1 year wait out period.

Hi,

1) As long as you did not collect the keys for the BTO. You are still considered a 1st timer.
2) Yes, the 1 yr wait-out period is forbid you from applying for another BTO or buying a resale flat with grants.
3) But you are still eligible to buy a resale flat without the grant.
