You will be eligible to purchase a resale EC if you are a SPR or SC.

If you are foreigner, you will have to wait till its privatised.

You are eligible to purchase a resale EC if you're a Singapore Citizen or Permanent Resident. If you're a Foreigner, you can only look at resale ECs that are above 10 years since TOP.
