This question needs the expertise of electrical.
Generally, HDB is provided with 32 amps main input.
A split aircon is connected to 15 or 20 amps breaker.
So in theory, if you want to install 2 condenser units, you are taking up all the power in the flat. No other electrical appliances can be used anymore.
You might stand a chance if your flat is provided with a 40 amps input. What I understand only those flats that under went a Main Upgrade programme or Home Improvement Programme has that power input.
You do not need to apply any permit for such installation, but has to submit a permit for additional electrical point for aircon. Just ensure the aircon installer is registered under BCA.
