Afternoon Mr. Goh,

Contra facility can be done for HDB loan and full settlement. I have used it for my own contra case, selling my 4 room flat and downgrade to 3 room flat.
Resales Levy is only applicable when you are getting a second subsidized flat. Hence unless you are getting another BTO unit from HDB, you do not need to pay the resale levy.

Yes you can use the contra facility to sell off your current HDB and buy the 3rm flat.

Since you are buying a resale HDB flat, you need not pay any resale levy.

Hi Mr Goh,

Yes, you can use the contra facility for your sale and purchase, and as for resale levy, it will only be applicable if you have previously owned a subsidized HDB and is purchasing another subsidized HDB.

Do take note that while you maybe able to achieve the $600k selling price for your existing unit, your estimated $320k for purchase maybe slightly tricky, very much dependant on your requirements and location.
