Good afternoon,

Yes it applies retrospectively to sellers who sold prior to the date of this new cooling measure policy as well but have yet to commit to any resale HDB. Hence, assuming your OTP was exercised in March 2022, you will need to wait until after June 2023 to purchase. You also have to fulfil all the eligibility conditions as well.

Good morning Sir/ Mdm,

Sorry you are still affected by the 15 months. If your disposal of private property was 30 March 2022, you can only commit to a purchase on or after 30 June 2023 subject to fulfilling all eligibility conditions.. Still have 4 more months to go but prior to that, probably we can start all the preparations.

Unfortunately, you are affected by the 15 months wait-out cooling measure.

However, good news is that you are only 4 more months away to be eligible to buy a resale HDB flat.

Resale HDB prices are showing sign of 'slowing down':
"HDB’s flash estimate of the 1st Quarter 2023 Resale Price Index (RPI) is 173.4, an increase of 0.9% over that in the 4th Quarter of 2022. This is a slower increase than the 2.3% increase in the 4th Quarter of 2022, and is the smallest quarterly increase compared to the last 10 quarters."

Start to make plans now will be highly advisable if you are still keen in getting a resale HDB after 30 June 2023.
