If I had bought a HDB BTO and while I am waiting it to complete building, can I buy another HDB resale flat?

You may need to apply to HDB for approval as the MOP for HDB is 5 years and BTO units do not take that long to build. Read More

I would say it's impossible. Purchase of BTO would have required you to take a loan. This factor is enough to prevent you from getting another housing loan for purchase of any other properties.
