If you decide to buy the landed first before you sell, the ABSD is payable upfront first. Assuming you jointly purchase the landed as a matrimonial property, and also the current hdb is also jointly owned as a matrimonial property, and the conditions set out by IRAs below are fulfilled, it is possible to get the ABSD refund.

As for the scenario raised, I believe the onus is on the buyer to show to IRAS that the plan is to do a rebuild and the landed is considered an uncompleted property. One way could be to lengthen the option period and extend the option exercise date to get this process clarified before you exercise any OTP.
However, will not really recommend to go this route as the ABSD upfront is quite a substantial sum and is "tied down" for the next 1.5 to 2 years, until you sell your hdb later.
