Yes you can purchase condo after your MOP of 5 years of HDB is fulfilled, assuming this is a Singaporean household. For SC 2nd residential property, ABSD of 17% applies.

Yes you will be subjected to ABSD at 17% on top of the normal buyer stamp duty.

You will need to have fulfilled your 5 years MOP too in order to be eligible to purchase a 2nd property (only private).

2) SPR is subject to an ABSD of 25% for the 2nd residential property.

Yes. ABSD is applicable for private property. Unless you buy a brand new EC. No ABSD and you can stay till in the current HDB until the EC TOP, need to sell off your hdb within 6 months after key collection.
