Hi Joel,

Buying first is a good option because you will be able to plan the process in a manner that you would have sufficient time to renovate the next flat and move over when it is ready, while still having a place to stay. However, you will need to have sufficient CPF and Cash (if required) to complete the purchase first and sell your current HDB within 6 months from the completion of the purchase.

Hi Joel,

I assume you are referring to buying a resale HDB first before selling, here are the pros & cons summarized:

Pros:
1) You will be able to take over the next resale flat first and have sufficient renovation time. You will be able to move in first before moving out of your existing HDB

2) You can also take your time to find the right flat first before committing to your sale. This will be important if your next flat has very strict requirements (such as only certain blocks & locations to be near your parents etc), as supply can be rare and pops up once in a while.

Cons
1) You will need to have sufficient cash +CPF OA + home loan to be able to complete the purchase first, since your sale proceeds will not come back in time. This means you could be potentially servicing 2 home loans for a short period of 2 to 3 months.

2) You will have a more constrained timeline to sell (need to sell off your existing property within 6 months after key collection to the next flat). This may affect your potential sale price and sale proceeds.

3) You cannot use contra method since the purchase completion will be earlier than the sale completion.

Hi Joel,

1) You should have a discussion with your selling agent to understand the selling and buying timeline. Your agent should be able to advise accordingly.
2) The option of buying first before selling is definitely less stressful than vice versa.
3) However you have to ensure you have sufficient cash, CPF & loan for your next purchase.
4) If you are taking a bank loan for the next purchase, you have to prepare a 5% cash, 20% cash, and/or CPF, and confirm getting the 75% LTV loan. It is a must to get an IPA from the bank now before you sell your flat.
5) If you are taking an HDB loan, then you should apply for the HLE now. At the same time, you have to prepare the 20% down payment, which can be cash and/or CPF.
6) If you need the funds from the sale of your HDB flat, then it is obvious that your plan cannot be carried out.
7) Under such a situation, you could have the selling and buying happen concurrently so that your funds could be utilized for your purchase.
8) For buying and selling, the completion is identical except that your role changed in the process. Both take about 3 months upon approval of the resale application.
9) For selling before submission of resale application:
(a) issue an OTP
(b) Wait for the buyers to submit for valuation.
(c) Wait for the valuation report. The report could be ready within 3~5 days if no on-site valuation is needed. The report will need around 7~10 days if there is a need for an on-site valuation.
(d) Wait for the buyers to exercise upon releasing the valuation report. It can be immediate if buyers take an HDB loan. It will need 7~10 days from the release of the valuation report if taking a bank loan.
(e) Both will submit for resale application and endorse all document once the HDB receives the application.
(f) The HDB shall advise the completion date once the resale application is approved.
