If both me and my partner are Singapore Citizens but one of us is currently working abroad while the other is working locally, is the party who is in Singapore allowed to still apply for a BTO?

You will be eligible to apply for a BTO flat as long as you fulfill all the eligibility conditions under the various schemes.
