Accordingly to HDB website, you are eligible to purchase a HDB in the open market. You may refer to this link (http://www.hdb.gov.sg/fi10/fi10321p.nsf/w/BuyResaleFlatPublicScheme?OpenDocument).

If you are still in doubts, you may call their Sales/Resale Customer Service Line : 1800-8663066 (Weekdays: 8.00am - 5.00pm).
