For your situation,
U may want to find a PR or S'pore friend to co-rent an apt. if not...
My i suggest U stay in a service apartment instead. Obviously service apartment may cost slightly more than a 12-months renting apt.
However, U may want to consider to share it with a friend to half your cost.
Alternatively, U may look for cheaper & small Inn at Pasir Panjang Inn. They provide many service apartment to many sailers or marine engineers. Check iy up thru your internet.
