Everyone can appeal to HDB for approval of resale prior MOP, however, approval is granted on a case to case basis. To enhance the chances of your appeal to be approved, it will be good to back your appeal with relevant health and medical reports of your elderly parents and also the lack of options for alternatives to take care of them. Do take note however that Seller's Stamp Duty may apply in this case for the sale if you have not met the 3 years purchase period.
