I want to get a HDB, but I'm married with a violent (mad) spouse. I have difficulty getting a divorce and I need a flat to hide during some days. I do not want him to know where the location is. Is there any exceptional cases like this to purchase a flat while married, without spouse name?

If you have the budget, you may wish to purchase a private property instead. You need not seek spouse's approval for purchase of private properties.
