I have been in the real estate business since 2009, with more than 10years of experience serving the Singapore real estate market.

I am very active in the residential segment of Singapore real estate market, having transacted hundreds of deals from HDBs to private condominiums and landed properties in Singapore, and have handled many unique cases in sales and purchases as well as rental deals.

Not sure whether you're able to find your answer from the response.

Your criteria are:
1) HDB built 10~20 years. Meaning it left around 89~79 years lease.
2) Limited budget.
3) Good connectivity to CBD

Your missing info are:
1) Size of flat type, 3,4,5-rm. WHich level you're able to accept etc
2) How much is limited?
3) There are lots of places where there are direct bus to CBD around the island during peak hours.
Thus I believed this is easiest to achieve.

If you're looking for flat with limited budget, I wouold suggest you to find some place in outer urban.
Places such as:
1) Punggol
2) SengKang
3) Yishun
4) Sembawang
5) Jurong West
6) Choa Chu Kang
7) Bt Panjang
