I understand that when a owner of a HDB 4-room flat wish to down-grade to a 3-room HDB flat, he cannot buy in the same estate, is this true? If yes, what is the rationale or if not, please give more details. Down-grading to a smaller flat is due to family size smaller and wish to continue staying in the same estate for being near to other family members in the same estate, also for more convenience. Awaiting your advice soonest possible. Thank you.
