You are correct as of January 25, , singles could only apply for 2-room Flexi Build-To-Order (BTO) flats from the Housing Development Board (HDB). However, there is an important update!
There was a policy change announced in August 2023. Starting from the second half of 2024, eligible singles (those who are first-timers and at least 35 years old) will be able to apply for 2-room Flexi flats in all locations, including those under the Prime and Plus categories. This is an expansion from the previous restriction that limited them to non-mature estates.
So, to summarize:
Before Aug 2023: Singles could only apply for 2-room Flexi flats in non-mature estates.
After Aug 2023 (from second half of 2024): Singles can apply for 2-room Flexi flats in all locations (Standard, Plus and Prime).
There are currently no other options for singles to buy new BTO flats directly from HDB besides 2-room Flexi flats. However, singles can still consider resale flats of various sizes across different locations, with some exceptions.
