I submitted the intent to buy and HLE in April, they are vaild before Oct, pls see my questions below :

1. The HLE amount is lower than I expected so I sent my appeal request on 23th May, but havent got any reply yet, may I know how long it will take to get HDB response normally ? Even no officer contacted me and I sent email to follow up my request still no reply.

2. As now I still have the vaild intent to buy, if I want to change to Bank loan now, do I need to apply for the new HFE again ?

3. If now I apply for the bank loan IPA to start looking for the house, but later the HLE amount aftet appeal is better than the bank loan, can I drop the bank loan IPA instead ?

4. Once I receive the bank loan IPA, will the loan amount change again after documents verification ? like IPA indicates I can get 400k but after verifying documents it becomes 350k ? because the banker told me IPA can be approved in 1-2 days and no need to verify documents.

1 - Able to call into Hotline to check, chance slim if no reply for awhile.
2. Do check when intent to buy expire, able to call HDB to check
3. No issue as you have not issue any Option to purchase yet, you are able to consider your choice of loan
4. You require the Option to purchase and valuation report then able to attain the Letter of offer or confirmed loan, currently only by verbal as without any OTP Banker can't do anything.

You need not be using HDB loan even if you have submitted for HLE. You are still allowed to use bank loan. Of course, interest rates for HDB loan is lower. You can check with the bank for IPA first. You will only be getting the IPA after submitting your documents.

Yes I noticed HDB is quite slow in responding nowadays maybe due to the high amount of resale transactions. To answer your question:

1) From my experience, the response times vary but typically HDB will respond within 3 weeks from date of appeal. If you submitted your appeal on 23rd May, you may expect a respond soon.
2) Yes you do need to a fresh HFE. However from my experience, the process of approval for HFE using bank loan is not as long as the process for using HDB loan. My personal advise is to make a decision on the types of loan you would wish to use (HDB or bank) before reapplying for HFE.
3) Yes. Bank IPA is non obligatory as long as you have not signed bank letter of offer. Bank letter of offer can only be signed once you obtain OTP to purchase a particular house.
4) I am scared to inform you that I have encountered some rare cases whereby the final approved loan amount by banks is lower than the IPA amount. As for myself, I will always practice due diligence by checking on all my client's documentation, tally with the calculation (eg MSR,TDSR) and even checking on my client CBS record before proceeding with the purchase. If need be, I will also communicate with the banker involved personally to confirm on the maximum loan amount or highlighting any abnormality that might arise from my own document verification.

I am specialised in HDB transactions and have represented various buyers in purchasing a HDB. A vast majority of my buyers managed to purchase a HDB resale without any COV despite the difficult market situation nowadays. Do contact me at 93375051  for a free and non obligation discussion on this.

I have handled few divorce cases and specialised in HDB transactions. For divorce cases, HDB or private lawyer (if using private lawyer) will apportion the proceeds be it CPF or cash exactly as per stated in the court order. For cash proceeds, a separate cheque will be issued at date of selling completion while CPF refunds to the respective party will take around 2 weeks from completion date. Do note that you need to calculate carefully your portion of proceeds in cash or CPF as the 55% - 45% division might not reflect the amount of CPF usage each party has utilised towards financing the house. I have encountered cases whereby there is a dispute when one party obtain lesser cash proceeds than expected due to variation in CPF utilised towards the house earlier.
