i sold my private house last year, now i plan to sell my 4-room hdb flat and purchase a 5-room hdb flat from the resale market, can i do so.

Yes, you are eligible to do that if your current HDB unit is not under any MOP restriction.

Hi Sam,

Judging from your post that you have already sold your private property, I can assume that your 4 room flat should not have any restrictions already. So the answer to your question is Yes, you can go ahead to sell your 4 room flat and get your 5 room.
