Unfortunately no you have to sell away all overseas properties, wait out 15 months, before you are eligible to purchase resale HDB. You can purchase condo in Singapore without selling overseas properties no issue.

You are unable to purchase resale HDB without selling away your properties in Malaysia. All HDB purchasers should not own any private properties, both locally or abroad, in the last 15 months prior to purchasing a resale HDB. If you are 55 years or older, then you will be eligible to purchase a resale 4 room flat or smaller, but will still be required to dispose your ownership in any private properties both locally or abroad without the 15 months period. 1) The current HDB policy only allowed you to own commercial/industrial private property locally or overseas to be eligible to buy a resale HDB flat.
2) You must have a strong and valid reason to own a private residential property overseas to appeal to the HDB to keep it.
3) It is still up to the HDB's discretion to decide whether your reason is valid.
4) Now, you are saying that you own a few properties in Malaysia, implying that your financial status is much better than all average citizens.
5) Thus, you should be looking at the private residential property that enjoys a better appreciation than the HDB flat which was to cater to citizens and residents who just need a roof over heads.

If you're below 55 years old, you will need to sell off all your properties, then wait out a period of 15 months, before you can purchase a resale HDB flat.

If you and your spouse are both above age 55, then you can purchase a resale flat up to 4RM in size, and then sell off all your properties in Malaysia within 6 months of your HDB flat purchase.
