Hi,
1) Under the current eligibility schemes, there are 2 types addressing such applications:
(a) Joint Single Scheme: Both single SC and must be at or above 35 yrs old.
(b) Orphan Scheme: Both single SC and must be at or above 21 yrs old.
2) So if you fall under 1(b) then you shall be eligible to apply for a BTO. Otherwise, you don't have to consider the next action.
3) For MOP, legally all owners and essential occupiers must live in the flat in order to fulfill the MOP.
