Unfortunately you could no longer gets any grant except for PHG grant or step up grant for second timers ($15k grant to meet strict eligibility condition). Yes, you may purchase a resale HDB with the amount you have. If you have gotten CPF housing grant for your first flat, you will not be able to get the grant again. The only Grant you can qualify would be the Proximity Housing Grant, if you stay within 4km to your parents place of residence.
