You can buy an HDB flat as long as you have fulfilled HDB's eligibility criteria and qualify under any of HDB's schemes. To qualify, you must be a Singapore Citizen and do not own other property residential overseas or locally, and have not disposed of any within the last 30 months.

As long as you are eligible under any of the HDB schemes, you will be able to purchase a resale HDB.

The ability of obtaining a HDB loan will depends on meeting the eligibility as well.
