Since you are a First-Timer still , you might want to consider subsidies housing? Provided your combined income ceiling doesnt exceed the requirements for BTO/ECs. There are many pros and cons for all the 3's that you have mentioned. Hi,

1) It depends greatly on which stage of life you are in, how you like to achieve your final goal in life. Work till you drop dead, early retirement, work until 65 years old, and declare retirement like the government had proposed.
2) Whichever option you decide now can change later, but once decided you have to start on the path you choose.
3) Next is your active income, whether or not you have the various choice also depends on how much you are making now, thus checking your financial status is crucial. The more resource you have now the higher goal you can move towards.
4) BTO is a conservative choice but it's never wrong.
5) Upgrade to EC is a step forward on receiving a higher retirement fund.
6) Resale is moving towards a comfortable and less mistake style because everything you need to know already able to plan on the first day you decided to move towards this path.
7) There is no single solution suitable for everyone, thus you have to decide on how you want to lead your life, no one else is able to influence you on this.

Broadly speaking, going for an upgrade to an EC or resale condo, with a higher quantum price it also means more financial commitment and stress along the way until you sell the property. Dear Sir/Mdm,

If you have not used your first timer chance then it is advisable to take advantage of this to either go for a new BTO or new EC.

For BTO, due to COVID 19, there is a construction delay and therefore if you were to apply now, it may be 6 or 7 years later before you can collect the keys. If the wait is too long or you can afford to upgrade comfortably then I would suggest going for an EC because it is very affordable and has god upside potential in the future.
