I own a HDB, fully paid out. Intent to buy a new launch for investment and pay up the ABSD. If I dispose of my investment before TOP, do I have to wait out for 30 months after disposal to apply for EC? Thanks

Hi SF,

Yes you need to wait out 30 months after disposal of private property before you can apply new EC. There are also other eligibility conditions to fulfil such as income not to exceed $16k, have not purchase more than 2 subsidized flats, and sc spr household.

Hi SF LIM,
The idea of investing is good. But, selling the property off within a few years, one has to watch out for SSD (seller stamp duty). This is applied on a reducing basis over the 1st 3 years of purchase. 1st yr - 12%, 2nd yr - 8%, 3rd yr - 4%.

So, paying a hefty 17% ABSD and selling it within a few years, one may not see any real gains. So, you may want to tweak your strategy a little.

Hi SF,

For disposal, it is advisable to dispose only after 3 years to avoid the Seller Stamp Duty. For a new EC, yes you will need to sell the investment property and wait out a 30 months period before you are able to apply as a 2nd timer. Do note that 2nd timer resale levy will apply as well if you had taken the grant when purchasing the first HDB flat.

By the way, yes the 30 months will apply to you if you are planning to purchase a new EC right after selling your condo unit. But if it is a resale EC, you could make the purchase right away and need not observe the waiting period.

Based on the existing guideline, you are right. The question is why are you not looking to apply for EC now instead of waiting for another 3 or more years while EC prices still have significant gap with private new launch? Also, no ABSD is applicable except for potential resale levy is you are considered a 2nd timer.

Hi SF,

1) It seems you intend to have a quick flip to gain capital appreciation.
2) From my research it is true that the majority of developments launched in 2017 & 2018 are gaining around 10% capital appreciation at TOP.
3) While digging further, it is clearly shown that 5 yrs upon MOP can get even a higher capital appreciation compared to at TOP.
4) The question is whether this is in line with what you had planned in the period of holding.
5) Let's say in order to get the highest capital appreciation from a single purchase, you have to plan to hold for around 8 yrs (3 yrs to TOP, 5 yrs to reach peak).
6) Because you also mentioned that you intend to buy a new launch EC after selling this investment.
7) So it will be 8 yrs + 2.5yrs = 10.5yrs before eligible to apply for EC.

Yes you are right. You have to dispose off your private property investment and serve a wait-out period of 3 months before being able to apply for an EC. In addition, you have to sell off your HDB 6 within 6 months after completion of your EC which raises a question on whether your willingness to pay ABSD now is worth it.
