The main point about selling your HDB flat at this point in time would be to take advantage of the relatively high prices (even as the HDB resale index has started going south in 1Q2009), depending on the location of your flat and how nicely it's done up it might still fetch some COV albeit at a lower amount than say 6 months ago. Needless to say, whatever you can put into paring down your bank loan for your Caspian unit would mean a more manageable mortgage in the long term.
Another option you might want to consider if you can hold off selling the HDB flat is to rent it out when the time comes, generating positive cash flow from the unit. I assume from the wording of your post that if you were to sell your HDB flat now you would be able to find temporary lodging until your Caspian unit is completed? Bearing in mind that renting from now till Caspian completion would eat into any monetary gains you have from selling your flat now.

It's all depends whether you have the holding power. Or what the monthly instalment on your private condo will be once it is TOP. If you have stayed for more than 5 yrs in HDB, you can rent it out and shift to your condo. Use the rental to pay for the condo.
