You can apply for BTO but do take note that you are not a first-timer and you might have to pay a resale levy.

Yes you can apply but chances for 2nd timers are usually quite slim due to the less priority status for balloting. If able to select an unit, a resale levy of 40K is also payable as its considered your 2nd subsidized flat. There will not be subsidies as its deemed by HDB to be sold at below market rate to you.
