The 6 month period to dispose the private property is a requirement for purchasing the HDB resale, hence if there is still difficulty to find a buyer after the period lapses, you may wish to appeal but usually it requires some evidence of documentation such as thorough marketing efforts done and viewings completed to show that there was a commitment to get the place sold at a reasonable market rate, in order for any appeal to be considered, and this is also no case by case basis.
The private property can continue to be leased out but may deter certain group of buyers, for example those buying for own stay, from buying as they required certain timeline for the place to be handed over. With the tenant staying, it may also pose difficult for doing viewings and also it may not always be in a good presentable condition. After all, part of property purchase also involves a subjective emotional element.
Yes, as long as you are buying a hdb that can last you until 95 years old, CPF OA can be utilized for the purchase without any restrictions. However, depending on the valuation, some cash may still be required. There are no other fees for holding on to both concurrently, but the buyer's stamp duties for the HDB needs to be paid before you can complete the transaction.
