I'm afraid that both parties cannot back out now since the OTP has been exercised. Either party can seek legal action on whichever party that back out.

My advice, moved forward, you sold at a high COV, and current market for HDB has cooled down, I am sure you can look for another unit with lesser COV, and spend some money to do up your home again. It make no sense to be involved in legal matter, you will be at losing end if you backed out. The law will protect the buyers.
