1) Yes, you can apply for a BTO right away with your wife under the Public Scheme.
2) If you can't wait for the BTO, you may also consider a resale flat.
3) Yes, you are eligible for an HDB loan.
4) I suggest you apply for an HFE to understand how much you could loan from the HDB before moving to the next stage.
