I just received citizenship approval in principle letter, still need two to three months officially become Singaporean,if I paid deposit $1000 for buying resale flat, and get citizen IC before first appointment, can I get Gov grant and down payment same as Singaporean?

Hi, yes with the in principle approval letter that you have on hand, you could actually proceed to pay for the option fee of $1000.
