Firstly, is your current flat a matrimonial home? There are a few options for you to go about doing it in order not to incur any ABSD. Hi Ken,

I have assisted quite a number of my clients to upgrade to a BUC without the need to pay ABSD and ensure that they have sufficient time to sell off their HDB flat for a good price.

For your case, most likely you will need to rent an interim housing solution but to cut down on the rental period, you can select good projects that are nearer to the TOP date. Alternatively, if cash flow is not an issue, you can also consider paying the ABSD first and claiming it back later nearer the TOP date so that you do not need to rent at all.

Dear sir/madam,

If the intention is to hold on to your existing place while waiting out for the BUC to be ready for move in, there is no way to avoid paying ABSD upfront first before applying for remission when you dispose the current place within 6 months of new place attaining TOP.

Importantly, the option above will require you to have the necessary cash portion as well as CPF if you have the necessary funds after setting aside the retirement sum if you are currently using CPF funds for the existing place.

If you have specific project in mind under construction and TOP is still sometime away, the only option is to sell first and rent on the interim.

If you commit to a BUC purchase before selling your HDB flat, you will be liable for ABSD. You could however get ABSD refund should you sell off your HDB flat within 6 months of the TOP of the development you bought, if either of you are a Singaporean and provided you purchased it as your first matrimonial home.

Congrats on your decision to upgrade to a private residential!

Haha you are not the first to ask this and I am sure you will not be the last. Basically there are 2 solutions but it will depend on which condominium we are buying. Coz some developers may not cater to the solution that I am mentioning. So there are also much factors to consider.

As we are treading on sensitive ground here, discussing on sensitive topic, it is really very difficult to discuss this topic here on public media. But I just wish to be honest upfront, there could be a scenario that we may not be able to execute the upgrading without considering to rent a place first. You can choose to pay the ABSD using your CPF first and then apply for a refund once you sold off your flat within 6 months from your condominium TOP. In that way, you did not have to worry about finding an interim place to stay. However this is only applicable if you are purchasing the BUC condo as a matrimonial heme.
