I intend to sell my EC once it reaches MOP to downgrade to a resale HDB. I understand there is a cooling measure of 15 months wait out period but is there any way to appeal to HDB to waive this off?

Otherwise, worth waiting it out until this measure is lifted? How long typically does it lasts? Any records?

I'm not keen to rent for 15 months since the rental fees are so high now.

Hi,

If you are 55 years and above, you can purchase a 4-room size and below immediately after selling the EC and need not wait out 15 months. This measure seems to be here to stay for some time as HDB prices are still resilient and lifting it again will undo all the good work that has been achieved in the past 6 months to prevent prices from spiking up too quickly. In fact, the million-dollar flats transacted have not gone down and there are more 4-room flats in the million dollar bracket ever since. We can try appeal if there are strong financial or altruistic or health reasons or a combination of both but its not easy to get approval.

On the positive side, rents are starting to peak and may soften in the next 12 months with more upcoming supply as approx 20k supply of BTOs will complete this year, with another approx 17k private condos. So it may still be workable to rent.

By the way, it is possible to appeal to waive the 15 months period but it is a case to case basis. And also, if you are at least 55 years and above, you need not observe the 15 months wait out period and can purchase a resale HDB flat right away.

Hi,

If both you and your spouse are above age 55, you will be able to purchase a resale HDB flat, and need not serve the 15-month wait out period.

If you are below age 55, but have a valid reason to downgrade, you may wish to write in an appeal letter to HDB. Decision will be on a case-by-case basis.

There isn't any indication when HDB will relax this rule, as the original intent is to "cool down" the HDB market. As of now, the HDB market does slow down abit, but prices remain high.
