The 15-month wait out period after the Minimum Occupation Period (MOP) is a government policy aimed at ensuring a stable and sustainable housing market. This cooling measure applies to all EC owners who wish to sell their units and purchase another subsidized housing unit, such as an HDB flat or another EC.
While there is no official way to appeal to HDB to waive this policy, there have been cases where exceptions have been made for certain extenuating circumstances, such as medical emergencies or financial hardships. However, these cases are few and far between, and it is unlikely that HDB would waive the wait out period simply because you do not want to rent for 15 months.
As for how long this cooling measure will last, it is difficult to predict. The government regularly reviews housing policies and adjusts them according to market conditions, so it is possible that the wait out period may be adjusted or lifted in the future. However, this is purely speculative, and there is no guarantee that the policy will be changed anytime soon.
In the meantime, you may want to explore alternative options such as renting out your EC and going on rental in the HDB to gain some positive cash flow or looking for other non-subsidized housing options. It is important to consider all the factors and make an informed decision that best suits your needs and financial situation.
