Yes, you are eligible to sublet your flat if you have lived there for the past 10 years.

To ensure that you have a trouble free tenancy, you must firstly appoint a qualified and responsible agent to handle the screening
of potential tenants.
An experienced agent will be able to filter out potential trouble makers and bad pay masters.
He/she will be able to advise you on HDB requirements, stamping of documents, inventory list so on and so forth.
Do not go for those agents who say they do not charge for their work.
Remember, there is no free lunch in the world. You get exactly what you pay for.
The standard charge is one month's rent for a two year lease.

Hi Wee Li

Under the hdb rules once you have fulfilled or stayed in the particular unit for the past 5 years you are than eligible to rent out the whole unit. Such rental must be reported to hdb with tenant's information and it can be done via online with a fee of $20.

Necessary procudures still apply though eg; the Tenancy Agreement has to be stamped and each party to be given a copy for filing /record purpose.
