I have applied for Sale of Balance flat in Sembawang area with my mother. However, since my mother was an occupier of a HDB flat under my father's name 30 years ago, if I buy this new flat, she will need to pay resale levy of $75k. Do you think HDB can waive off the resale levy if I write in to appeal that she is not working and widowed and that I have low income?
