It depends on the hdb ethnic quota (EIP) that may change every month depending on month of resale hdb submission. I have transacted Sengkang flats and will be happy to assist further.

Hi Nor Fadillah,

Whether can you sell your flat to other races other than your own race, It depends on the ethnic quota for your block. This ethnic quota is subjected to changed every month.

For example, I do know some blocks in Sengkang is not eligible for Indian race. For such cases, you will still be able to sell your flat to a Chinese race Buyer, but you cannot sell the flat to Indian race Buyer.
