Your wife would not be able to apply for a new BTO, as you currently own a private property (your EC).
She will however be able to purchase a resale HDB flat under her own name without ABSD. Do take note that you will be required to be named as the essential occupier for the HDB flat. Hence, you will be required to dispose off your interests in your EC latest within 6 months upon her HDB flat purchase.
