Hi Mohd,

You are not allowed to refinance your HDB flat to get extra cash.

The only way out to 'cash out' the money is to sell your existing 5rm and downgrade to 4rm.

Of course you need to work out your sums before doing that. I would be glad to assist you in the calculation.
