There are many factors to consider:
1) Current Market Situation:
Current rental market is weak compare to what it was a few years back, before 2012.
The rental received current is not as lucrative as expected. The rent recevied is at least 20% below what it was before, and the vacancy rate is high.
I've seen flat left vacant for more than 6 months before a right tenant found.
What is the current sales trend, will it improve from now? You will need to see beyond only public housing, but also private housing.
2) Future Market Situation:
Usually, we will invest along with govenment in order to get something more promising.
What causes current rental market to be weak compare to what it was?
What are the future plan from government, which are the one that affects, and will this prolong?
It is no doubt that layman, even current landlord, seller, buyer does not have a good grips of what happen.
You need someone who are on the ground to advise what could be the future market, and how it goes from now.
3) Current income situation:
The income level published by government is so how misleading. You may thought you are low income compare with the statistics or vice versa.
It is only after running through a financial analysis before you understand which state you are in.
However, not many people will to look into their existing asset carefully to understand where they sit.
In fact, doing a financial anaylysis is not as scary as you think, this is a process merely to determine whether you are in the right state to invest or to stay put.
You will be able to assess the risk factors, and at which level to decide the next step.
4) Future income situation:
Although this sounds funny, how could someone foresee their future.
I'm not saying we are able to accurately forecast future, but to create different scenario to decide whether worth the risk, and should we work hard to achieve or sit back and wait for things to happen.
In general, there are something is achieveable, and by careful planning, the risk can be minimise.
5) End result:
Where do you see yourselves in 5, 10, 25 years later? What are you intent to achieve in these milestones?
