Yes, you have to register - If you are renting out ... be it room or whole flat you have to submit tenants' particulars to HDB. You can do it online at hdb website using your singpass or visit your area office. A $20 charge is applicable. It is also advisable that your tenant shld pay stamp duty so as to legalise your tenancy agreement.
