1) Transfer of ownership (not through a sale) does not apply to your current situation.

2) Thus in order for you to remove your name from the current HDB flat is to sell your share to your brother.
3) Your brother must meet the HDB eligibility scheme to keep the flat in the first place.

4) To keep the story short, if he is single SC, he must be at least 35 or more to be eligible.
5) Next is he must be able to get enough loans from the HDB or a bank to buy over your share.
6) I would think the part selling is suitable for your situation.

8) You are still entitled to 1st timer privilege in your BTO application. Once confirm your brother is able to take over your share. You may put up your BTO application right away.
