I encountered the agents from OrangeTee and Propnex posted Senja HDB for sale through PropertyGuru. They ask budget and cash upfront for the house before letting to view. How to buy house?

I'm sorry to hear about your experience. However, I would like you to also understand the purpose of "qualifying buyers".

In today's market, especially with the covid-19 restrictions in place, each household can only accommodate limited number of visitors per day. This meant a backlog of viewers that can stretch out to many days. This will not only disrupt us agents, but also the Sellers, who may be expecting family members visiting them, especially during weekends.

With the market demand stronger than ever, we agents will have to qualify buyers before allowing these qualified buyers to view the flats. This will minimize the number of "shoppers", and allow the "serious and ready buyers" view the flats.

I understand your frustration in your home search, but perhaps I may advice you to engage your own agent to assist you in your purchase. It will be much easier, and trust me, you will stand to gain more value compared to you go DIY direct.
