Good afternoon Gary,

Yes you can apply for the hdb launch if you are able to form a family nucleus and income does not exceed 12k per month. However once you successfully book a unit, you cannot purchase private property until you have stayed 5 years in the second flat. Meaning 3 years construction period + 5 years staying, 8 years waiting time before you can purchase private property again. You also have to sell away your current hdb once you collect the keys to the second flat.

Under the current rules and regulations, if you were to purchase another flat, you will be subjected to the 5 years Minimum Occupation Period, during which you will not be able to purchase a local residential property.

Good morning Gary,

I am afraid to inform you that you will have to fulfill 5 years minimum occupation period first before you are eligible to purchase a private property.

Which means you cant do so during construction period (if any) on top of 5 years. There will be opportunity cost if you cant have an option on private property during that period.

Yes, you can still buy a private property, but only after you have served your 5-year Minimum Occupation Period (MOP) for your new HDB flat.

Also, do take note that you may be liable for resale levy if this HDB is your second "subsidized housing".

Hi Gary,

1) You had enjoyed subsidized flat 16 yrs ago. Thus you are liable for resale levy as follow when you purchase 2nd HDB launch flat:
3-rm = $30k
4-rm = $40k
5-rm = $45k
EA/EM = $50k
** Do note that this resale levy only accept cash payment.

2) You mentioned of private property, implied you also thinking about investing in property.
My suggestion is better to do it during this "Window of Opportunity". During this short period, developers are price sensitive thus the current launch price are revised accordingly after ammouncement of cooling measure.
Once consumers are used to the cooling measure, and developers managed to dispose off certain percentage of units. Price shall be revised upward according to market rate.
You will then lose this short period to lock down a 'good' price offered.

3) The economic situation around the world is not extremely clear which is also a great opportunity to gain the highest gain.

4) I suggest to meet up for a non-obligation discussion over the current launch to give a better picture of what opportunity you can reap off.
