1) You may log into your CPF account and check under housing first.
This is to determine whether you have applied for any grant in the flat.
2) If you did not apply for any grant, you are still considered as a 1st timer. Your chance of successful application is higher as a 1st timer.
3) If you are 2nd timer, you are still eligible for the single citizen scheme.
4) You are eligible to apply for those 2-rm flats in outer-urban areas, such as:
Pasir Ris, Tegah, Woodlands, Bt Panjang, Bt Batok, Jurong West, Choa Chu Kang, etc.
The list is not exhaustive, you may check with the HDB hotline to confirm an area which you're keen on:

5) Price range from $10x,000 to $17x,000 dependent on location.
Sembawang: $103k to $164k
Tegah: $105k to $158k

6) There is a sales launch coming November, act quickly if you are interested.
7) Beware you are only eligible to apply for 99 years lease unless you are 55 years old and above.
8) 2-rm resale price average price range is around $350k and above for those with the reasonable condition and higher remaining lease.
Anything below you will find less than 55 years lease and original condition; meaning you prepare to fork out a sum to redo the flat.
