There are some information needed in order to better advise.

1) Is your 2 rm flat a BTO/SBF
2) If this is a resale, did you receive any grant during the purchase.

You may purchase any types of flat under Single Citizen scheme, once you meet MSR assessment.
Last but not least, do note that the types of flat purchase will affect the types of grant available.
