You can view first but only can ink on the OTP on/after you turn 35 years old.

Therefore I will advise you to start house hunting in Jan 2018 so you will not get upset if you cant get your ideal house before Feb.

As per HDB ruling, you are only eligible to ink the OTP for purchase on the date when you turn 35. Hence you may start with all the prep work and viewing during end Jan 2018 so that you can be ready to purchase your desired unit.
